The PPWR Regulation uses the definition of substances of concern (SOC), which is based on the definition under the ESPR and includes:

A broad range of substances defined under the EU CLP Regulation (approximately 3,250 substances and substance groups)

SVHC substances defined under the EU REACH Regulation (253 substances and substance groups)

Substances restricted under the POPs Regulation (34 substances and substance groups)

Substances that negatively affect reuse and recyclability (to be defined by implementing legislation)
