P\u0159ijat\u00e9 stanovisko p\u0159edstavuje prvn\u00ed \u010d\u00e1st v\u011bdeck\u00e9ho posouzen\u00ed tohoto n\u00e1vrhu v r\u00e1mci procesu podle na\u0159\u00edzen\u00ed REACH. RAC p\u0159i hodnocen\u00ed vych\u00e1zel z rozs\u00e1hl\u00e9 a nez\u00e1visl\u00e9 anal\u00fdzy nebezpe\u010dnosti PFAS, jejich objem\u016f, emis\u00ed a souvisej\u00edc\u00edch rizik. V\u00fdbor z\u00e1rove\u0148 posuzoval i pravd\u011bpodobnou \u00fa\u010dinnost navrhovan\u00e9ho omezen\u00ed a jeho praktickou proveditelnost, v\u010detn\u011b mo\u017enosti jeho vym\u00e1h\u00e1n\u00ed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>\u0160iroce koncipovan\u00fd n\u00e1vrh omezen\u00ed<\/strong> <strong>PFAS<\/strong><\/h2>\n\n\n\n<p>N\u00e1vrh na omezen\u00ed PFAS byl p\u0159edlo\u017een v lednu 2023 p\u0159\u00edslu\u0161n\u00fdmi org\u00e1ny p\u011bti evropsk\u00fdch zem\u00ed \u2013 D\u00e1nska, N\u011bmecka, Nizozemska, Norska a \u0160v\u00e9dska. N\u00e1vrh se vztahuje na celou skupinu PFAS a na v\u0161echna jejich pou\u017eit\u00ed. Hlavn\u00edm c\u00edlem n\u00e1vrhu je omezit uvol\u0148ov\u00e1n\u00ed t\u011bchto l\u00e1tek do \u017eivotn\u00edho prost\u0159ed\u00ed a z\u00e1rove\u0148 zv\u00fd\u0161it bezpe\u010dnost v\u00fdrobk\u016f a pr\u016fmyslov\u00fdch proces\u016f z hlediska ochrany lidsk\u00e9ho zdrav\u00ed. PFAS jsou toti\u017e velmi perzistentn\u00ed chemick\u00e9 l\u00e1tky, kter\u00e9 se v prost\u0159ed\u00ed t\u00e9m\u011b\u0159 nerozkl\u00e1daj\u00ed a mohou se \u0161\u00ed\u0159it na velk\u00e9 vzd\u00e1lenosti prost\u0159ednictv\u00edm vody i vzduchu. Po jejich uvoln\u011bn\u00ed do prost\u0159ed\u00ed m\u016f\u017ee doch\u00e1zet ke kontaminaci podzemn\u00edch i pitn\u00fdch vod, p\u0159i\u010dem\u017e odstran\u011bn\u00ed t\u011bchto l\u00e1tek je technologicky slo\u017eit\u00e9 a finan\u010dn\u011b n\u00e1kladn\u00e9. N\u011bkter\u00e9 PFAS se nav\u00edc mohou bioakumulovat v organismech lid\u00ed, zv\u00ed\u0159at i rostlin a mohou vyvol\u00e1vat toxick\u00e9 \u00fa\u010dinky, nap\u0159\u00edklad zvy\u0161ovat riziko vzniku rakoviny nebo negativn\u011b ovliv\u0148ovat reproduk\u010dn\u00ed zdrav\u00ed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>\u00daloha v\u00fdbor\u016f RAC a SEAC<\/strong><\/h2>\n\n\n\n<p>V\u00fdbor pro posuzov\u00e1n\u00ed rizik (RAC) je jedn\u00edm ze dvou v\u011bdeck\u00fdch org\u00e1n\u016f ECHA, kter\u00e9 se pod\u00edlej\u00ed na hodnocen\u00ed n\u00e1vrh\u016f omezen\u00ed chemick\u00fdch l\u00e1tek v EU v r\u00e1mci na\u0159\u00edzen\u00ed REACH. Tento v\u00fdbor posuzuje rizika pro lidsk\u00e9 zdrav\u00ed a \u017eivotn\u00ed prost\u0159ed\u00ed spojen\u00e1 s v\u00fdrobou, uv\u00e1d\u011bn\u00edm chemick\u00fdch l\u00e1tek na trh a jejich pou\u017e\u00edv\u00e1n\u00edm. Druh\u00fdm v\u00fdborem je V\u00fdbor pro socioekonomickou anal\u00fdzu (SEAC), kter\u00fd se zam\u011b\u0159uje na hodnocen\u00ed socioekonomick\u00fdch dopad\u016f navrhovan\u00fdch omezen\u00ed a zohled\u0148uje tak\u00e9 dostupnost mo\u017en\u00fdch alternativ.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>Dal\u0161\u00ed postup<\/strong><\/h2>\n\n\n\n<p>Pln\u00e9 zn\u011bn\u00ed stanoviska RAC by m\u011blo b\u00fdt v bl\u00edzk\u00e9 dob\u011b zve\u0159ejn\u011bno. V\u00fdbor SEAC by m\u011bl sv\u016fj n\u00e1vrh stanoviska projednat v p\u0159\u00ed\u0161t\u00edm t\u00fddnu, po \u010dem\u017e bude zah\u00e1jena 60denn\u00ed ve\u0159ejn\u00e1 konzultace.<\/p>\n\n\n\n<p>Kone\u010dn\u00e9 stanovisko SEAC se o\u010dek\u00e1v\u00e1 do konce roku 2026. T\u00edm bude dokon\u010deno v\u011bdeck\u00e9 posouzen\u00ed n\u00e1vrhu omezen\u00ed PFAS ze strany v\u00fdbor\u016f ECHA a jejich stanoviska budou n\u00e1sledn\u011b p\u0159edlo\u017eena Evropsk\u00e9 komisi.<\/p>\n\n\n\n<p>Na z\u00e1klad\u011b t\u011bchto podklad\u016f p\u0159iprav\u00ed Evropsk\u00e1 komise konkr\u00e9tn\u00ed n\u00e1vrh omezen\u00ed, o kter\u00e9m budou diskutovat a hlasovat \u010dlensk\u00e9 st\u00e1ty EU ve v\u00fdboru REACH.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>Bu\u010fte o krok na p\u0159ed a za\u010dn\u011bte \u0159e\u0161it PFAS l\u00e1tky v\u010das<\/strong><\/h2>\n\n\n\n<p>L\u00e1tky PFAS jsou ji\u017e dnes v Evropsk\u00e9 unii regulov\u00e1ny v r\u00e1mci Na\u0159\u00edzen\u00ed REACH, konkr\u00e9tn\u011b prost\u0159ednictv\u00edm p\u0159\u00edlohy XVII a kandid\u00e1tn\u00edho seznamu SVHC, a tak\u00e9 Na\u0159\u00edzen\u00edm POPs. V\u010dasn\u00e9 zmapov\u00e1n\u00ed va\u0161ich dodavatelsk\u00fdch \u0159et\u011bzc\u016f v\u00e1m pom\u016f\u017ee l\u00e9pe se p\u0159ipravit na st\u00e1vaj\u00edc\u00ed i p\u0159ipravovan\u00e9 po\u017eadavky.
