Jeho c\u00edlem je zajistit vysokou \u00farove\u0148 ochrany zdrav\u00ed a \u017eivotn\u00edho prost\u0159ed\u00ed, p\u0159i\u010dem\u017e kl\u00ed\u010dovou roli hraje kontrola l\u00e1tek, kter\u00e9 mohou b\u00fdt rizikov\u00e9 nebo \u0161kodliv\u00e9. Jedn\u00edm z\u202fregula\u010dn\u00edch proces\u016f na\u0159\u00edzen\u00ed REACH je <strong>autorizace<\/strong>, omezov\u00e1n\u00ed, kter\u00e9 se zam\u011b\u0159uje na l\u00e1tky vzbuzuj\u00edc\u00ed mimo\u0159\u00e1dn\u00e9 obavy (SVHC).&nbsp;&nbsp;<\/p>\n\n\n\n<p>ECHA nyn\u00ed <strong><a href=\"https:\/\/echa.europa.eu\/cs\/-\/four-substances-recommended-for-reach-authorisation\" target=\"_blank\" rel=\"noreferrer noopener\">doporu\u010duje za\u0159adit \u010dty\u0159i dal\u0161\u00ed l\u00e1tky<\/a><\/strong> na seznam l\u00e1tek podl\u00e9haj\u00edc\u00edch autorizaci podle REACH \u2013 p\u0159\u00edloha XIV. Po jejich za\u0159azen\u00ed budou muset spole\u010dnosti, kter\u00e9 je pou\u017e\u00edvaj\u00ed, podat \u017e\u00e1dost o autorizaci, pokud cht\u011bj\u00ed s jejich pou\u017e\u00edv\u00e1n\u00edm pokra\u010dovat.\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>Kter\u00e9 l\u00e1tky ECHA doporu\u010duje za\u0159adit k autorizaci?<\/strong>\u00a0<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>tetraoxid diboritan barnat\u00fd<\/strong>\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>S-(tricyklo[5.2.1.0\u00b2,\u2076]deka-3-en-8(nebo 9)-yl) O-(isopropyl- nebo isobutyl- nebo 2-ethylhexyl-) O-(isopropyl- nebo isobutyl- nebo 2-ethylhexyl-) fosforodithio\u00e1t\u00a0<\/strong>\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>difeny(l)(2,4,6-trimethylbenzoyl) fosfinoxid<\/strong>\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>melamin<\/strong>\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Tyto l\u00e1tky byly vybr\u00e1ny podle prioritiza\u010dn\u00ed metodiky ECHA jako substance s nejvy\u0161\u0161\u00ed m\u00edrou obav z hlediska rizika pro zdrav\u00ed nebo \u017eivotn\u00ed prost\u0159ed\u00ed.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>Postaven\u00ed melaminu v n\u00e1vrhu ECHA<\/strong>&nbsp;<\/h2>\n\n\n\n<p>Za\u0159azen\u00ed melaminu vyvolalo b\u011bhem konzultace v roce 2024 zna\u010dnou odezvu pr\u016fmyslu. ECHA v\u0161ak po posouzen\u00ed p\u0159ipom\u00ednek doporu\u010den\u00ed potvrdila. Uvedla, \u017ee v\u011bt\u0161ina pou\u017eit\u00ed melaminu spad\u00e1 mezi meziprodukty, na kter\u00e9 se autorizace nevztahuje. U ostatn\u00edch aplikac\u00ed m\u016f\u017ee autorizace p\u0159edstavovat v\u00fdraznou administrativn\u00ed z\u00e1t\u011b\u017e. O rozsahu p\u0159\u00edpadn\u00e9ho omezen\u00ed proto rozhodne Evropsk\u00e1 komise a \u010dlensk\u00e9 st\u00e1ty.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>Co bude n\u00e1sledovat?<\/strong>&nbsp;<\/h2>\n\n\n\n<p>Doporu\u010den\u00ed ECHA nyn\u00ed posoud\u00ed Evropsk\u00e1 komise, kter\u00e1 rozhodne:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Zda budou uveden\u00e9 l\u00e1tky za\u0159azeny na seznam autorizace\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Jak\u00e9 podm\u00ednky pro jejich pou\u017eit\u00ed budou stanoveny\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Od kdy bude mo\u017en\u00e9 l\u00e1tky pou\u017e\u00edvat pouze na z\u00e1klad\u011b ud\u011blen\u00e9 autorizace\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-medium-font-size\"><strong>Jak\u00fd je \u00fa\u010del autorizace v REACH?<\/strong>&nbsp;<\/h2>\n\n\n\n<p>C\u00edlem syst\u00e9mu autorizace je:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Podporovat <strong>nahrazov\u00e1n\u00ed<\/strong> l\u00e1tek vzbuzuj\u00edc\u00edch mimo\u0159\u00e1dn\u00e9 obavy bezpe\u010dn\u011bj\u0161\u00edmi alternativami\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Zajistit kontrolu<\/strong> rizik spojen\u00fdch s jejich pou\u017e\u00edv\u00e1n\u00edm do doby, ne\u017e budou dostupn\u00e9 vhodn\u00e9 n\u00e1hrady.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Proces tedy kombinuje ochranu zdrav\u00ed a \u017eivotn\u00edho prost\u0159ed\u00ed s mo\u017enost\u00ed zachovat nezbytn\u00e1 pou\u017eit\u00ed do doby, ne\u017e budou dostupn\u00e9 vhodn\u00e9 n\u00e1hrady.
